Born in North Carolina and raised in the rural south to hard working business owners, Michael was exposed to the value of hard work and the duty of service as a young child. With a diverse family background that includes African slaves, antebellum sharecroppers, Panamanian canal builders and American Revolutionary war fighters, Michael has continued to inspire and uplift any and everyone around him while achieving his version of the American dream.
In the midst of the 1st Gulf War, Michael picked up the phone and called the United States Marine Corps recruiting office. He is very clear about the when this was because in the days prior, the ground operations began with the U.S. and the 39 country coalition moving in to liberate Kuwait. It was then that Michael began his journey to becoming a 3rd generation wartime veteran. Michael served 8 years in the Marines Corp on active and reserve duty with training in communications, engineering and counter-terrorism after attending Marine Corps Recruit Depot (Boot Camp) at Paris Island and Officers Candidate School (OCS) in Quantico, Va. Service has always been a part of what has driven Michael.
Two decades later, Dr. Owens is now an accomplished senior-level global business leader, entrepreneur, and cybersecurity executive that has worked with some of the largest companies in the world responsible for solving complex international security and technology issues.
Michael is a political partner with the Washington, D.C. based Truman National Security Center and has been a trusted advisor to elected officials and candidates on issues related to national security, cyber security, military and veteran affairs.
Dr. Owens was selected as one of 16 cyber experts and policymakers from the around the world to speak at the inaugural Global Cybersecurity Summit 2017 (GCS17) which gathered experts, organizations, and high-level government officials in Kiev, Ukraine.
Michael is the founder, President and CEO of the U.S. Global Center of Cyber Policy a non-government organization provides federal, state and local governments with expert information about cybersecurity, cybercrime and cyberwarfare trends, strategies and policies from a domestic and international perspective. Prior this, Michael led the Global Cybersecurity, Cybercrime and Critical Infrastructure Program for EY within the Forensics, Investigations & Dispute division. In that role, he was responsible for the global strategic direction and standardization of threat intelligence, cybersecurity assessments and audits and incident response services.
Michael’s work providing expertise to the public sector began at Cisco Systems leading the Advanced Services Public Sector service delivery team. During this time, he led cybersecurity assessment and deployment services engagements for all state and local government agencies in the southeastern United States.
As an entrepreneur, Michael has excelled in small business ownership several times and pioneered the practice of technical managed services as the founder and president of an innovative IT consulting firm.
Michael has served as a State leader with the U.S. Global Leadership Coalition representing the 13th Congressional District for the last 5 years and serves on the organization's State Advisory Committee.
